Parents Deserve Full Transparency

Every day more and more parents are becoming aware of how AB 329-California Healthy Youth Act, and SB 48-FAIR Act, transformed the seXXX education taught in California Public and Charter schools. Although many districts across the state, especially in rural areas, are still denying the fact that they have or are working in the process of adopting a Comprehensive Sex Education (CSE) curriculum, many are also making parents believe they don’t know of any updates or changes required. How can we know they’re lying to us? Because on April 5th, 2018 State Superintendent Tom Torlakson from the Department of Education sent out a letter to EVERY County and District Superintendent, Charter School Administrator, and High School Principal in California, informing them of the California Healthy Youth Act and the requirements needed to comply with it. Another deception is the “opting-out” myth. Parents are being told that if they don’t agree with the curriculum, they can simply opt their children out. The part most schools forget to say is that EVEN if children are opted-out, they will only be opting out of the CSE and HIV prevention, but according to California Education Code § 51932(b),  “instruction, materials, presentations, or programming that discuss gender, gender identity, gender expression, sexual orientation, discrimination, harassment, bullying, intimidation, relationships, or family and do not discuss human reproductive organs and their functions” are not subject to the parental notice and opt-out laws. So, the question is: are we really opting-out? The answer is clear, NO, information on these subjects will continue to bleed into our children disguised as something else.
The Department of Education is two months away from adopting a new Health Education Framework TK-12 grade. In this new framework, those teachings not subject to opt out laws are included for grades TK-12. “Students will explore and discover their identities, gender expression, and sexuality throughout their education and into and beyond their high school years. In terms of gender and sexuality, using gender-neutral language and not promoting gender stereotypes can help in creating an inclusive classroom.” (Revised Draft Health Education Framework, Chapter 1: Introduction, pages 319-322). Cada día más padres se dan cuenta de cómo las leyes AB 329-California Healthy Youth Act, y SB 48-FAIR Act, transformaron la educación seXXXual en las escuelas públicas y chárter de California. Aunque muchos distritos en el estado, especialmente en zonas rurales, niegan el hecho de que ya han o están en el proceso de adoptar un currículo de Educación Sexual Integral (CSE), otros hacen creer a los papas que no saben de ningún cambio requerido. ¿Como sabemos que están mintiendo? Porque el 5 de abril del 2018, el Superintendente Estatal Tom Torlakson del Departamento de Educación envió un comunicado a TODOS los Superintendentes de Condado y Distrito, Administradores de Chárter, y Directores de High School en California, informándoles del CHYA y sus requerimientos. Otro, es el mito de “optar-fuera”. A los padres se les dice que si no están de acuerdo con el currículo simplemente pueden optar fuera a sus hijos, pero omiten agregar que AUN si lo hacen, solo estarán excluyéndolos de ESI y VIH. Porque de acuerdo al Código de Educación de California § 51932(b), “instrucción, materiales, presentaciones, o programas que discuten género, identidad de género, expresión de género, orientación sexual, discriminación, acoso, bullying, intimidación, relaciones, o familia y no discuten órganos reproductores humanos y sus funciones” no están sujetos a aviso a los padres, ni a las leyes de optar-fuera. Así que la pregunta es: ¿realmente estamos optando fuera a nuestros hijos? La respuesta es clara, NO, información sobre estos temas llegara a nuestros hijos por otras materias, disfrazada de algo más.
El Departamento de Educación está a dos meses de adoptar el nuevo Marco de Referenciad e Educación de Salud para TK-12. En este nuevo marco las enseñanzas no sujetas a las leyes de optar fuera son incluidas en los grados TK-12. “Los estudiantes explorarán y descubrirán sus identidades, expresión de género y sexualidad a través de su educación y aun mas allá de sus años de preparatoria. En términos de género y sexualidad, usar lenguaje de genero neutro y no promover estereotipos de genero puede ayudar a crear un aula inclusiva.” (Borrador Revisado del Marco de Referencia de Salud, Capitulo 1: Introducción, paginas 319-322).
