Padres Hispanos Discriminados de Participar en la Educación de sus Hijos

El Departamento de Educación de California proveyó oportunidad para que los residentes opinaran acerca del Marco de Referencia de Salud de California, el cual guía a los distritos escolares en la selección de recursos y planes de estudio para programas educativos del Kinder-12.  El proceso sucedió del 1 de noviembre de 2018 al 11 de enero de 2019 y actualmente el Marco está en proceso de adopción en mayo 2019.  Aunque el Departamento de Educación de California anima a los padres y a los residentes del estado a participar en este proceso democrático, no proporciono el documento en español, aun cuando español es la principal lengua hablada en 28.8% de los hogares de California. Casi la tercera parte de la población estatal fue excluida de opinar sobre la educación de sus hijos. Este Marco recomienda enseñar a los estudiantes temas jamás enseñados antes en las escuelas.
Por ejemplo, el Capítulo 3, Línea 1847 recomienda leer a los niños el libro ¿Quién eres tú? como “guía” para desarrollar la identidad de género de los alumnos e introducir la idea de que el género es un espectro y que los géneros no tienen límites sino siguen expandiéndose en lugar de ser confinados a dos géneros biológicos.  El género se describe como “niño, niña, AMBOS, NINGUNOS, trans, géneroqueer, no binario, género fluido, transgénero, género neutral, agénero, neutrois, bigénero, tercer género, doble espíritu….”  Según el código civil de California, Ed Code 51932b, la notificación a padres no es obligatoria antes de enseñar estos conceptos; tampoco es permisible optar-fuera de tal instrucción.
Un documento que profesa promover “la inclusión”, ¿Porqué es “exclusivo” en su proceso para comentar?  ¿Cree el Departamento de Educación que a los padres hispanos les importa menos la educación de sus hijos que a los padres anglos?  ¿Por qué no se les da acceso equitativo a este Marco de Referencia para que puedan comentar como a los demás?  ¿Por qué son silenciadas sus voces acerca de un documento que impactará directamente a sus generaciones en las escuelas públicas?

The California Department of Education provides an opportunity for California residents to give input about a document that guides school districts in the selection of instructional materials and curriculum for educational programs K-12.  That process happened from November 1, 2018 – January 11, 2019.  The California Health Framework is in the adoption process now and it will be voted on by the State Board of Education in May 2019.   Although the California Department of Education encourages parents and state/county residents to participate in this democratic process that will greatly impact their children’s education for many generations to come, they do not offer the document in Spanish.  Spanish is the primary language spoken in 28.8% of the homes in California, yet nearly one third of the state’s population is being EXCLUDED from having a voice into their children’s education.  This Framework is recommending teachings to students that have never been taught in school before.
For example, In Chapter 3, Line 1847, the Framework draft recommends the book Who Are You? for PreK–3rd graders as a “guide” to develop their gender identity. The book’s text introduces young children to the idea that gender is a spectrum. This means genders are unlimited and ever-expanding, rather than confined to two biological genders. Gender is described as, “boy, girl, BOTH, NEITHER, trans, genderqueer, non-binary, gender fluid, transgender, gender neutral, agender, neutrois, bigender, third gender, two spirit….”  According to Ed Code 51932b, parent notification is not required before teaching these concepts and opt out is not permissible.
In a document that claims its purpose is to promote “inclusion”, why is the process for input “exclusive”?  Does the California Department of Education think Spanish speaking parents care less about their children’s education than English speaking parents?  Why are Spanish speakers NOT being given equitable access to this Framework during a time of statewide community input?   Why are their voices being muted about a document that will directly impact their children and grandchildren attending public school?
