El Jugador Empedernido y la Contaminación del Aire

En una ocasión, un jugador empedernido le dijo al Maestro: “Ayer me agarraron haciendo trampa mientras estábamos jugando a las cartas en el segundo piso, así que me golpearon y me tiraron por la ventana. ¿Qué me aconsejarías que hiciera? “El maestro lo miró fijamente y dijo:” Si yo estuviera en tu lugar, a partir de ahora intentaría jugar en la planta baja “. Eso dejó a los discípulos asombrados: “¿Por qué no le dijiste que dejara de jugar?” Ellos preguntaron. “Porque sabía que no quería renunciar”, fue la simple y astuta respuesta del Maestro.
Nota: La saciedad semántica es un fenómeno mental que hace que las palabras usadas repetidamente pierdan su significado con el tiempo. La palabra contaminación se ha vuelto confusa y sin sentido. Para el proposito de este artículo, la contaminación se redefinirá en el sentido de “elementos tóxicos que se encuentran en el aire en Calexico y que provocan enfermedades en los residentes locales”.
Todas las mañanas, cuando voy en bicicleta a lo largo del Canal Todo Americano, me subo a un enorme montículo de tierra en un terreno baldío que me permite una vista panorámica de los valles Imperial y Mexicali, y cuando llego a la cima, me detengo y pienso “Este tiene que ser el día más contaminado del año”. Por supuesto, al día siguiente sucede lo mismo que hace años. Los elementos tóxicos en esta región continúan aumentando como resultado directo de la actividad agrícola industrial. Cuando la temporada de incendios es más frecuente en todo California, esta región se vuelve aún más tóxica con el humo y las cenizas flotando y asentándose en esta cuenca.
Lo que hace que esta situación sea única es la geografía natural que coloca a este condado completamente por debajo del nivel del mar, convirtiendo esta cuenca en una trampa natural que mantiene los contaminantes tóxicos en el aire cerca del nivel del suelo, donde permanecen durante días. Respirar estos productos químicos ha provocado una gran cantidad de problemas de salud respiratorios y cardiovasculares que han convertido a este condado en uno de los índices de asma más altos de California. Este ambiente altamente tóxico reduce la calidad de vida disponible para los residentes, lo que obliga a los niños en edad escolar, los ancianos y las personas con enfermedades respiratorias y cardiovasculares a permanecer en el interior la mayor parte del año.
Cualquiera con un poco de sentido común concluiría que la industria agrícola debería reducir la actividad dañina o implementar prácticas sustentables en un esfuerzo humano para frenar los niveles excesivamente altos de elementos tóxicos. El sentido común, sin embargo, no forma parte de esta ecuación, ya que la actividad agrícola contaminante continúa día y noche, siete días a la semana, como si la vida de esta industria dependieran de un trabajo tan excesivo. Como el jugador empedernido, la agricultura industrial no retrocederá. De manera similar, las agencias estatales y del condado como el Distrito de Control de la Contaminación del Aire del Valle Imperial, la Junta de Recursos del Aire de California y la Agencia de Protección Ambiental de California, encargadas de hacer cumplir la Ley de Aire Limpio, no han mostrado éxito en la reducción de los niveles de elementos tóxicos en este valle simplemente porque no es económicamente rentable para un pequeño grupo de interesados.
Aquellos que han librado guerras en Afganistán y el Medio Oriente, incluidos los miembros de la patrulla fronteriza, están de acuerdo en que el nivel de elementos tóxicos que se encuentran en este valle es muchas veces peor que en cualquiera de esos lugares. Es difícil creer que hayamos hecho de nuestro hogar unas condiciones medioambientales tan toxicas. Aún más difícil de entender es el hecho de que, en un entorno tan perjudicial, hemos llegado a creer que, si bien puede que no sea seguro, es normal formar una familia ¿Cómo puede crecer algo orgánico en cualquier lugar de este condado cuando incluso hasta las mascotas toman medicamentos para la alergia? De seguro, aquellos de nosotros que hemos respirado este aire durante algún tiempo ya hemos reducido nuestra vida en varios años.
Los contribuyentes han financiado un ejército de burócratas locales y estatales a quienes confiaron la responsabilidad de proteger a las comunidades vulnerables del impacto de elementos tóxicos. Décadas más tarde, no existe evidencia tangible de que los niveles de calidad del aire o de que la salud de los residentes hayan mejorado como resultado directo de la implementación de innumerables estudios de investigación y proyectos costosos. Los niveles de elementos tóxicos han aumentado incluso cuando el puerto de entrada del este de Calexico redujo sus horas de operación debido a un tráfico mucho menor, mientras que la actividad agrícola industrial no disminuyó debido a la pandemia, colocando a esta industria como la principal fuente de elementos tóxicos.
No se hasta qué punto se pueda ignorar la realidad para fin de creer que los niveles de calidad del aire han mejorado en este condado. Lo que es claramente evidente es que las agencias gubernamentales del condado y del estado han hecho todo lo posible para engañar a los residentes con respecto a los niveles reales de contaminación. Para lograr esta tarea, el condado continúa empleando algoritmos en los sistemas de monitoreo regulatorio que informan los niveles promedio de contaminantes y basan las alertas de “calidad del aire” utilizando un método que excluye los datos de tiempo real. La tecnología para medir adecuadamente y proporcionar alertas de calidad del aire en “tiempo real” ha estado disponible durante años.
Sin embargo, ICAPCD junto con CARB han optado por suministrar equipos de monitoreo a sus contrapartes al otro lado de la frontera e implementar una red de monitoreo en “tiempo real” para rastrear los niveles de partículas en Mexicali con la clara intención de desviar la atención de las fuentes locales de elementos tóxicos. Los mismos burócratas que, durante décadas, no han querido reducir los niveles de elementos tóxicos en este condado, ya están entrenando a nuestros vecinos. De hecho, proporcionar información inexacta sobre la calidad del aire podría ser perjudicial para quienes confían en este sistema para su protección.
En el condado de Imperial, las décadas de derramamiento de dólares de los contribuyentes en agencias locales a cargo de reducir los niveles de elementos tóxicos también ha creado una clase política que ha aprendido a ganarse la vida cómodamente explotando el necesidades de las comunidades vulnerables para beneficio personal a expensas de la salud de todos los demás, incluidos ellos mismos. Después de todo, todos respiramos el mismo aire tóxico. Respondiendo a las preocupaciones de salud de un grupo de residentes locales, el asambleísta Eduardo García durante la Octava Cumbre Anual de Liderazgo en Salud Ambiental del Condado Imperial celebrada en 2017 y organizada por el Comité Cívico Del Valle declaró: “Sacramento vino al Valle Imperial con el propósito de escuchar las preocupaciones de las personas que represento. La discusión comunitaria conduce a la acción a nivel estatal ”. (1)
Millones de dolares se han derramado en condado desde 2017 como resultado de la implementación de AB617. Las agencias locales se han aprovechado de esta ganancia inesperada contratando más empleados y pidiendo más investigaciones y proyectos en un intento inútil de demostrar lo que es de conocimiento común. Hay algo intrínsecamente incorrecto en una sociedad donde los servidores públicos encargados de proteger los derechos y la salud de los residentes de la comunidad optan en cambio por la realización del beneficio personal. Históricamente, los políticos de California se han colocado a la vanguardia del movimiento ambiental, presionando constantemente por nuevas regulaciones en un intento de reducir el impacto que los elementos tóxicos en el aire tienen en la salud humana, pero siempre que se permita la quema agrícola en el condado de Imperial, tales esfuerzos no tienen sentido para aquellos de nosotros que hemos elegido hacer de este valle nuestro hogar.
Quizás lo más preocupante es vivir en una comunidad donde algunos residentes prefieren sufrir las dolorosas consecuencias de las enfermedades relacionadas con elementos tóxicos que trabajar para encontrar soluciones viables a este problema de décadas. Es posible que los pocos activistas ambientales comunitarios que tienen fe en el sistema y que crean que están logrando un cambio al participar en los comités no comprendan completamente que su presencia solo le da credibilidad a este sistema. El hecho de que las agencias locales y estatales nunca fueron creadas para eliminar el problema de los elementos tóxicos en el aire porque al hacerlo inevitablemente terminaría con su existencia debería ser fácilmente entendido.
Durante los últimos años, he registrado personalmente muchas quejas relacionadas con elementos tóxicos ante IVAPCD, CARB y CALEPA donde se estaban llevando a cabo quemas agrícola, aplicaciones de plaguicidas aéreas y terrestres cerca de áreas residenciales, incluyendo escuelas, parques, y negocios, y con miembros de la comunidad expuestos a la deriva química solo para que se cerraran todas las quejas porque “no se pudo determinar ninguna infracción”. El invierno pasado, tres cuadrillas de trabajadores agrícolas que trabajaban en el turno de noche fueron rociadas por un helicóptero. El 8 de enero de 2020, sufrí una exposición química mientras conducía hacia el trabajo cuando la espesa nube de pesticida de un tractor se desplazaba hacia el tráfico que se aproximaba y hacia los negocios cercanos en Kloke Road.
Un corredor en Jasper Road fue rociado por un equipo aplicando herbicidas a lo largo del canal. Filmé una gruesa capa de pesticidas que se extendía al sur de las carreteras Willoughby y Clark por millas. Si bien cada uno de estos episodios ejemplifica un desprecio claro y flagrante por la salud humana por parte de la industria agrícola, ninguna de estas agencias ha responsabilizado a ningún individuo. Los activistas comunitarios veteranos con experiencia en el tema conocen lo suficiente como para saber que esto es cierto. Lo que tambien es cierto es que el financiamiento de estas agencias solo ha llevado a la protección legal de una industria que continúa envenenando indiscriminadamente nuestro medio ambiente. ¿Alguien cree que el aplicar toneladas de productos químicos al aire y al suelo y luego quemarlos no tendrá consecuencias graves en la salud de quienes los respiran? ¿Cuántas personas cuya salud se vio comprometida como resultado de la exposición a elementos tóxicos han muerto en los últimos meses? La cantidad de estudiantes con problemas médicos graves que asisten a mi escuela aumenta cada año.
Si bien los políticos miopes pueden ser responsables de redactar y aprobar leyes que protejan la industria agrícola, la verdadera razón por la que estas prácticas continúan teniendo lugar es simplemente porque lo permitimos. La pregunta que debemos hacernos es; ¿Cómo contribuimos al deterioro de nuestra propia salud y la de nuestros hijos? Si está interesado en lograr un cambio, siempre que pueda, denuncie estas prácticas. La próxima vez, asegúrese de votar por un candidato que esté dispuesto a poner fin a esta práctica anacrónica, dañina e inhumana. Respeto mucho a los agricultores, mi padre es uno. La agricultura, sin embargo, no es el problema, la agricultura industrial sí lo es.
Aunque el problema de eliminar los elementos tóxicos que se encuentran en el aire puede parecer insuperable, hay luz al final del túnel. Creo firmemente en soluciones sólidas que mejorarán la calidad del aire que respiramos y permitirán que las familias disfruten de la vida en este valle. Los invite a iniciar un cambio informándose sobre el proyecto FPK Environmental Justice Investigations realizado por la Dra. Astrid M. Calderas y el Sr. Pat De Feo.
Con el fin de analizar el impacto en la salud que causan los contaminantes ambientales en esta región, FPK-Environmental Justice Citizen Science Investigations está llevando a cabo un estudio de salud ambiental en la región fronteriza Imperial-Mexicali, que actualmente se encuentra en la Fase de Desarrollo del Mapa de Clúster de Enfermedades. Monitoreo de la calidad del aire, análisis de muestras de aire y suelo, secuenciación de ADN. Se están realizando ensayos in vivo para encontrar la composición química de los contaminantes y una correlación con los contaminantes locales y la salud de los ciudadanos, así como con las mutaciones del ADN. Se ha invertido mucho esfuerzo, tiempo, dinero y sacrificio en este proyecto con la única intención de concientizar a los residents de esta region sobre el impacto de los elementos tóxicos en la salud humana y porque creemos que tenemos derecho a respirar aire limpio y disfrutar de nuestras vidas. Esos mismos derechos también pertenecen a nuestros hijos. Lo más importante es que este esfuerzo se financió en su totalidad con nuestros propios recursos.
Imagínese despertar todas las mañanas con aire fresco y limpio, cielos azules claros y vistas panorámicas impresionantes de todo este valle, como las que se experimentan después de un día lluvioso. Imagine niños sanos en escuelas y patios de recreo en todas partes sin la necesidad de llevar nebulizadores para el asma o medicamentos para la alergia. Un medio ambiente limpio no necesita burócratas locales y estatales capacitados para malgastar el dinero de los contribuyentes. En cambio, esos fondos podrían utilizarse para transformar nuestras comunidades afectadas por la pobreza en comunidades vibrantes. Sin embargo, un cambio de esta magnitud requiere valor y fortaleza para preguntarnos cómo estamos contribuyendo al tipo de comunidad en la que vivimos. También se necesita sabiduría para comprender que, como el jugador habitual, las personas por su propia cuenta raramente cambiarán. Como consecuencia, la transformación de nuestro medio ambiente recae automáticamente sobre los hombros de cada residente que esté dispuesto a tomar en serio el desafío de mejorar la calidad de vida en nuestras comunidades. 7

On one occasion, a habitual gambler told the Master: ‘Yesterday I was caught cheating while we were playing cards on the second floor, so I was beaten and thrown out the window. What would you advise me to do? “The teacher stared at him and said: “If I were in your place, from now on I would try to play on the ground floor.” That left the disciples astonished: “Why didn’t you tell him to stop playing?” They asked. “Because I knew he did not want to quit”, was the simple and shrewd answer of the Master.
Note: Semantic satiation is a mental phenomenon that causes repeatedly used words to lose their meaning over time. The word pollution has become meaningless and confusing. For the purpose of this article, pollution will be redefined to mean “toxic elements found in the air in Calexico that is driving disease in local residents.”
Every morning, when I ride my bike along the All-American Canal, I rise to a huge mound of dirt on a vacant lot that allows me a panoramic view of the entire Imperial and Mexicali valleys, and when I get to the top, I stop and think, “This has to be the most polluted day of the year.” Of course, the next day the same thing happens as it has for years. Toxic elements in this region continue to increase as a direct result of industrial agricultural activity. When the fire season is most prevalent throughout California, this region becomes even more toxic with smoke and ashes drifting and settling in this basin.
What makes this situation unique is the natural geography that places this county completely below sea level, turning this basin into a natural trap that holds airborne toxic pollutants close to ground level where they linger for days. Breathing these chemicals has led to a myriad of respiratory and cardiovascular health problems that have turned this county into one with the highest asthma rates in California. This highly toxic environment reduces the quality of life available to residents forcing school-age children, the elderly, and those with respiratory and cardiovascular diseases to stay indoors most of the year.
Anyone with a bit of common sense would conclude that the agricultural industry ought to reduce harmful activity or implement sustainable practices in a humane effort to curb exceedingly high toxic element levels. Common sense, however, is not part of this equation as polluting agricultural activity continues day and night, seven days a week, as if the life and blood of this industry depended on such excessive labor. Like the habitual gambler, industrial agriculture will not recede. Similarly, county and state agencies such as Imperial Valley Air Pollution Control District, California Air Resource Board, and the California Environmental Protection Agency, tasked with enforcing the Clean Air Act, have shown no success in reducing toxic elements levels across this valley simply because it is economically remunerative for a small group of stakeholders.
Those who have fought wars in Afghanistan and the Middle East, including members of the border patrol, agree that the level of toxic elements found in this valley is many times worse than in any of those places. It’s hard to believe that we have made such harsh environmental conditions our home. Even more difficult to understand is the fact that, under such a detrimental environment, we have come to believe that, while it may not be safe, it is normal to raise a family. How can anything organic grow anywhere in this county when even pets are on allergy medication. Simple math will tell you that those of us who have breathed this air for some time have already reduced our life spans by quite a few years.
Taxpayers have funded an army of local and state bureaucrats entrusting them with the responsibility of protecting vulnerable communities from the impact of toxic elements. Decades later, no tangible evidence exists that air quality levels or that the health of community residents has improved as a direct result of implementing countless research studies and expensive projects. Toxic elements levels have increased even as the Calexico east port of entry reduced its hours of operation due to far less traffic coming through while industrial agricultural activity remained unabated by the pandemic placing this industry as the major source of toxic elements.
I’m not sure how far people need to remove themselves from reality in order to believe that air quality levels in this county have been improved. What is clearly evident is that county and state government agencies have gone to extreme lengths in order to deceive residents regarding actual pollution levels. To accomplish this task, the county continues to employ algorithms in the regulatory monitoring systems that report average levels of pollutants and base “air quality” alerts utilizing a method that excludes real time data. The technology to properly measure and provide “real-time” air quality alerts has been available for years. ICAPCD along with CARB, however, have chosen to supply monitoring equipment to their counterparts across the border and implement a “real-time” monitoring network to track Particulate Matter levels in Mexicali with the clear intention of diverting attention away from local sources of toxic elements. The same bureaucrats who, for decades, have been unwilling to reduce toxic elements levels in this county are already training our neighbors. However, providing inaccurate air quality information to county residents who rely on this system for protection could be detrimental.
The decades-long pouring of taxpayer dollars into local agencies has also created a political class that has managed to make a comfortable living by exploiting the needs of vulnerable communities at the expense of the health of everyone, including themselves. After all, we all breathe the same toxic air. Responding to the health concerns of a group of local residents, Assemblyman, Eduardo Garcia, during the 8th Annual Imperial County Environmental Health Leadership Summit celebrated in 2017 and hosted by Comite Civico Del Valle stated, “Sacramento came to the Imperial Valley for the purpose of hearing the concerns of the people that I represent. Community discussion leads to action at the state level.” (1)
Millions have poured into this county since 2017 as a result of the implementation of AB617. Local agencies have taken advantage of this windfall by hiring more employees and calling for more research and projects in a futile attempt to prove what is common knowledge. There is something inherently wrong in a society where public servants in charge of protecting the rights and the health of community residents opt instead for the fulfillment of personal gain. California politicians have historically placed themselves at the forefront of the environmental movement, constantly pushing for new regulations in an attempt to reduce the impact that toxic elements in the air have on human health, but as long as agricultural burning is allowed to take place in Imperial County, such efforts are meaningless to those of us who have chosen to make this valley our home.
Perhaps what is most concerning is living in a community where some residents would rather suffer the painful consequences of toxic elements related illness than work toward finding viable solutions to this decades-long problem. The few community environmental activists who have faith in the system and who believe to be making a change by participating in committees might not fully understand that their presence only lends credibility to this system. The fact that local and state agencies were never created to eliminate the problem of toxic elements in the air because doing so would inevitably end their existence ought to be easily understood.
During the past years, I have personally logged many toxic elements related complaints to IVAPCD, CARB, and CALEPA where agricultural burning, aerial and ground pesticide applications were taking place near residential areas including schools, businesses, parks, and traffic and with community members being exposed to chemical drift only to have all complaints closed because “no violations could be determined.” Last winter, three farmworker crews working the night shift were sprayed by a helicopter. On January 8, 2020, I suffered chemical exposure as I drove to work while a tractor’s thick pesticide cloud drifted into oncoming traffic and into nearby businesses on Kloke Road. A jogger on Jasper Road was sprayed by a crew applying weed killer along the canal. I filmed a thick pesticide drift extending south of Willoughby and Clark roads for miles. While each one of these episodes exemplifies a clear and flagrant disregard for human health on the part of the agricultural industry, no individual has been held accountable by any of these agencies. Veteran community activists have been around long enough to know this to be true. If you think about if properly, funding these agencies has only led to the legal protection of an industry that continues to indiscriminately poison our environment. Does anyone believe that pouring tons of chemicals into the air and soil and then burning them will not have serious consequences on the health of those who breathe them? How many people whose health was compromised as a result of exposure to toxic elements have died in recent months? The number of students with serious medical issues that attend my school increases every year.
While shortsighted politicians may be responsible for writing and approving laws that protect the agricultural industry, the real reason why these practices continue to take place is simply because we allow it. The question we need to ask ourselves is; how are we contributing to the demise of our own health and that of our children? If you are interested in making a difference, every time you can, denounce these practices. Next time, be sure to cast your vote for a candidate who is willing to end this anachronic, harmful, and inhumane practice. I have a lot of respect for farmers, my father is one. Farming, however, is not the problem, industrial agriculture is.
Though the problem of eliminating toxic elements found in the air may appear to be insurmountable, there is light at the end of the tunnel. I am a firm believer in sound solutions that will improve the quality of the air we breathe and allow families to enjoy living in this valley. I encourage you to make a difference by informing yourself regarding the FPK Environmental Justice Investigations project carried out by Mr. Pat De Feo and Dr. Astrid M. Calderas. In order to analyze the health impact that environmental pollutants cause in this region, FPK-Environmental Justice Citizen Science Investigations is carrying out an environmental health study in the Imperial-Mexicali border region which is currently in the Disease Cluster Map Development Phase.
Air quality monitoring, air and soil sample assays, DNA sequencing and In-Vivo Assays are being done in order to find contaminant’s chemical composition and a correlation with local pollutants and citizen’s health DNA mutations. Much effort, time, money, and sacrifice have been poured into this project with the sole intention of bringing awareness of the impact of toxic elements on human health to the residents of this region and because by law, we have a right to breathe clean air and enjoy our lives. Those same rights also belong to our children. Most important, this effort was entirely funded with our own resources.
Imagine waking every morning to fresh, clean air, clear blue skies and breathtaking panoramic views of this entire valley such as those experienced after a rainy day. Imagine healthy children in schools and playgrounds everywhere without the need to carry asthma inhalers or allergy medication. A clean environment has no need for local and state bureaucrats trained to squander taxpayer dollars. Such funding could, instead, be utilized into transforming our poverty-stricken communities into vibrant ones. Change of this magnitude, however, takes courage and the fortitude to ask ourselves how we are contributing to the type of community where we live. It also takes the wisdom to understand that, like the habitual gambler, people left to themselves will rarely change. As a consequence, transformation of our environment automatically falls on the shoulders of every resident who is willing to take to heart the challenge of improving the quality of life in our communities.
